Washington, D.C., January 1, 2025-The U.S. bans bulk data sales to adversarial nations, blocking misuse of sensitive data for AI and espionage. New rules target geolocation, health, and financial data.

In a landmark move to protect American privacy and counter global espionage, the U.S. Department of Justice (DoJ) has introduced a sweeping ban on the sale of sensitive personal data to adversarial nations.

This rule, taking effect in 90 days, is part of Executive Order 14117, signed earlier by President Biden, targeting nations like China, Iran, North Korea, and Russia.

The new directive prohibits bulk data transfers that could fuel advanced technologies like artificial intelligence in hostile countries. It aims to curb the misuse of biometric, genomic, geolocation, and financial data, ensuring national security remains uncompromised.

Assistant Attorney General Matthew G. Olsen said:

The regulation has sparked global conversations, as it sets critical thresholds for data transactions while imposing civil and criminal penalties for violations. However, it strategically avoids disrupting essential research and trade activities.

Critics highlight how adversaries have exploited personal data to refine AI technologies and surveil dissidents and journalists. Cybersecurity expert Rachel Kim noted:

The legislation emphasizes categories of concern, including Social Security numbers, personal health data, and biometric identifiers. While it doesn’t mandate data localization, it signifies a bold step towards ensuring digital safety.
