Manila, Philippines | February 14, 2025Hackers claim to have leaked nine years of lotto winners’ data, but PCSO denies system breaches. DICT investigates as Filipinos worry about data privacy.

A shocking claim by hacking group Philippines Exodus Security has sent alarm bells ringing, alleging that they have accessed and exposed nine years’ worth of lotto winners’ data from the Philippine Charity Sweepstakes Office (PCSO).

The hackers claim to have compromised thousands of profiles from 2016 to 2025, including names, addresses, phone numbers, IDs, and winning numbers. In a scathing social media post, the group mocked the PCSO’s weak security, saying:

The Department of Information and Communications Technology (DICT) is investigating the breach, but Undersecretary Jeffrey Ian Dy clarified that no direct signs of a PCSO system hack have been found yet. Dy suggested the leaked data might be from a personal email account of an employee, not the main system.

However, PCSO General Manager Mel Robles dismissed the allegations, claiming the leaked data was from a 2022 promo event in Cagayan, not from lotto winners’ records.

Despite reassurances, the public remains skeptical, especially given the hackers’ bold claims and past breaches in government agencies.
