Washington D.C., December 23, 2024-LockBit’s developer Rostislav Panev, accused of enabling global ransomware attacks causing billions in damages, awaits extradition after his arrest in Israel.
The LockBit ransomware saga has taken a dramatic turn as developer Rostislav Panev, 51, faces charges in the U.S. for his role in global ransomware attacks. Panev, a dual Russian-Israeli national, was arrested in Israel in August and awaits extradition.
His alleged involvement in crafting malware for LockBit, one of the most notorious ransomware groups, has caused billions in global damages and left countless victims devastated.
Authorities revealed Panev earned $230,000 in cryptocurrency for his work from 2022 to 2024. His contributions included disabling antivirus systems, printing ransom notes, and enabling mass network infection.
According to the U.S. Department of Justice (DoJ), Panev developed the tools that allowed LockBit to target over 2,500 entities across 120 countries, reaping at least $500 million in illicit profits. U.S. Attorney Philip R. Sellinger said:

Despite the takedown of LockBit’s infrastructure earlier this year during Operation Cronos, the group appears undeterred, teasing a LockBit 4.0 release for February 2025. Experts warn this could reignite cybercrime on a global scale.
Investigators uncovered alarming evidence on Panev’s computer, including access credentials for LockBit’s dark web control panel and a malware tool, StealBit, used for data theft. In interviews, Panev admitted to his role, offering insights into the group’s operations.
This arrest marks a significant blow to LockBit, but the fight against ransomware is far from over.
With Panev’s indictment, the hunt intensifies for other cybercriminals in the LockBit network. The fallout of his arrest exposes the dark underbelly of ransomware operations.
