Washington, D.C., February 4, 2025 –The FBI and Justice Department have shut down HeartSender, a Pakistan-based cybercrime network selling hacking tools and phishing kits to criminals worldwide. The operation led to 39 websites seized and disrupted a $3 million cyber fraud empire.
In a massive crackdown, the FBI and the Justice Department, along with Dutch law enforcement, have seized 39 domains linked to HeartSender, a cybercrime syndicate that sold hacking tools, phishing kits, and scam pages to criminals across the globe. The mastermind, Saim Raza, allegedly ran the operation from Pakistan since 2020, fueling millions in fraud losses.

This is a major victory against global cybercrime. These tools enabled countless financial crimes, and we’ve sent a strong message—we’re watching, and we will take you down.
HeartSender’s websites didn’t just sell tools; they also offered training—even hosting YouTube tutorials teaching criminals how to bypass security software and execute business email compromise (BEC) scams. These scams targeted U.S. businesses, tricking them into wiring money to fraudulent accounts.
This wasn’t just hacking—it was an organized crime machine, arming anyone willing to pay. Shutting it down prevents thousands more victims.
The FBI, Justice Department, and Dutch authorities vow to track down all affiliates. With cybercrime rising, this takedown is just the beginning.
