26M Americans’ Water Systems at ‘Critical’ Cyber Risk

Washington, D.C. – November 18, 2024-26M Americans face critical cyber risks in water systems. EPA lacks reporting systems, leaving infrastructure vulnerable to catastrophic attacks.

Alarming findings from the Environmental Protection Agency’s Office of Inspector General (OIG) reveal that 97 drinking water systems serving 26.6 million Americans face critical or high-risk” cybersecurity vulnerabilities. These gaps expose essential infrastructure to potential attacks that could disrupt water supply or cause widespread physical damage.

The report highlights the EPA’s lack of an incident reporting system, leaving water and wastewater systems to rely on the Cybersecurity and Infrastructure Security Agency (CISA) for threat notifications.

The assessment, which reviewed over 1,000 water systems serving more than 193 million Americans, found that an additional 211 systems affecting 82.7 million people had moderate to low-severity vulnerabilities.

Experts warn that threat actors, including state-sponsored groups like Salt Typhoon, could exploit these weaknesses to manipulate systems, creating catastrophic outcomes.

This underinvestment in cybersecurity has left water facilities lagging behind other sectors. “Critical infrastructure like industrial control systems continues to suffer from inadequate budgets,” said Dale Fairbrother of XM Cyber. “These overlooked vulnerabilities leave millions at risk.”

The OIG calls for immediate action to strengthen cybersecurity, but with fragmented governance and outdated systems, the clock is ticking.
