New York, November 13, 2024 – During a recent UN Security Council briefing, the United States called on Russia to take stronger action against cyber criminals operating from its territory, particularly in light of the growing threat of ransomware attacks on healthcare entities. Anne Neuberger, the US deputy national security adviser, emphasized the urgent need for international cooperation to combat these cyber threats.
The briefing, which focused on ransomware attacks against hospitals and other healthcare facilities, highlighted the severe implications of such attacks on public health and safety. Neuberger noted that over 1,500 attacks occurred in 2023, resulting in more than $1.1 billion in ransom payments, along with significant disruptions to patient care.
Neuberger articulated the dire consequences of ransomware incidents, stating, “What does a ransomware attack mean for a hospital? … It means ambulances diverted and other delays in emergency care, cancellation of surgeries, delays to important medical treatments, and breaches of extremely sensitive healthcare records.” She emphasized that these attacks could jeopardize lives and destabilize societies.
In response to the ransomware threat, the US, along with 40 other nations, is implementing measures such as banning ransom payments by healthcare organizations and combating the laundering of funds through virtual asset service providers. Additionally, the US is assisting other countries in building cyber resilience through programs like USAID.
Neuberger urged all states to adhere to the Framework for Responsible State Behavior in Cyberspace, which has been endorsed by the UN General Assembly. She specifically called out Russia for allowing ransomware actors to operate with impunity, despite repeated requests for action. “Instead of adhering to its UN commitments, Russia continues to harbour these criminals,” she stated.
The US government has previously linked several high-profile ransomware gangs to Russia, including the LockBit group, whose leader is a Russian national. Neuberger reiterated President Joe Biden’s warnings to President Vladimir Putin regarding the need for action against cyber criminals operating from Russian soil.
